So I've had a few people asking me about this recently when I thought it was common knowledge. A quick google only showed a series of (generally time consuming and irritating) YouTube videos with instructionals so I thought I'd make a post here.
This is a quick and easy (and harmless!) way to change only the sounds of your game to another language. I changed mine to Korean a while ago so that I could hear that sweet pentakill announcement whenever my team fed especially hard...
Unfortunately all of the game's in-game sounds are in one file (all of the client sounds are in another file fortunately). So this means that you have to change all of the sounds at the same time.
Anyway, here's how it's done:
Find your League folder, it's normally C:Program FilesLeague of Legends
Go into RADSsystem and open locale.cfg and replace the location wth the location of the language that you want. For example I switched from English to Korean voices so I replaced en_GB with ko_KR
Launch LoL, let it patch and then close it agan
Back in your League installation, go into the RADS folder again, there should be two folders beginning with lol_game_client_ followed by a location (i.e ko_KR)
Go into the folder of the voice language that you want to have until you're at managedfilesLatest Version NumberDATASoundsFMOD
You can often find the latest version just by sorting the folders by recently modified
Copy the VOBank file from that and then go back to the RADS folder and go into the lol_game_client_ folder of the language that you want all of your text to be in.
Find the corresponding VOBank of the current version (also in managedfilesLatest Version NumberDATASoundsFMOD) and then rename it to VOBank_en_US_old so that you still have it just in case you want to revert.
Paste in the foreign language VOBank file and rename it so that it exactly matches what the old file in this folder used to be named (in my example it would be VOBank_en_US
Go back to your RADS folder and go into system and change your locale back to your actual location
You should note that you generally have to redo this whenever there's a major patch affecting sound files such as when a new champ is added or when voice files are changed.

Also, this will only change sound files for you, everyone else will still hear their own region's sounds unless they've made this change too.
I get the feeling that I'll have to redo mine because of the Twitch rework but I haven't checked yet. Hope this is helpful!
Window Korean Patch Downloads
TLDR: Korean voices + announcer, English text + everything else.
Edit: It appears that Korean servers haven't received 4.6 yet so the voices of Yasuo and Twitch aren't working. All you need to do is run this again later when Kr has received their patch (give it a couple of days) and everything should be in order again!
Edit 2: /u/xxjakotsusamaxx just told me that you can change the champ select audio in the client too! Here's how:
Champ select voices are stored in RADS>projects>lol_air_client>releases>deploy>assets>sounds
Go to your foreign language folder (i.e ko_KR) and copy the Champions folder.
Go back to the sounds folder and go into your native language folder. This folder must match with whatever the locale of your client is. Delete the Champions folder or make a backup of it somewhere. Paste the one from the foreign folder. Voila!
